Bond funds can only be used for projects approved by voters in the bond proposition, such as new schools, additions, renovations, land, and major technology or equipment. They cannot be used for salaries or operating costs like utilities, fuel, insurance, supplies, or routine maintenance.

School districts are required by state law to ask voters for permission to sell bonds to investors in order to raise the capital dollars required for projects such as the renovation of existing buildings or building a new school. Essentially, the voters are giving permission for the District to take out a loan and pay that loan back over an extended period of time, much like a family takes out a mortgage loan for their home. A school board calls a bond election so voters can decide whether or not to fund the proposed projects with bond obligations. If the bond measure passes, school boards then have the authority to sell bonds on behalf of the district up to an amount not to exceed what was listed in the bond measure, when facilities are needed.

 If the taxable value base within the district continues to grow over the next few years, it will result in additional bond capacity without a change to the bond tax rate.  Additionally, the district has roughly 10 cents of bond tax rate remaining that could be called on in the future if needed.  As a third possibility, the 2035 payoff of the district’s current elementary bond will result in a nominal increase in the district's available bond capacity and the district could potentially consider additional facilities projects at that time.

If the voters approve the bond, the School Board will immediately (the next available board meeting) begin discussing the cost of demolition, which must include abatement cost, and determine if the district should include this in the Bond costs or handle this project as part of the regular operating costs of the District. Demolition will not occur until the completion of the Building Project.

If the voters approve the bond, the School Board will immediately (the next available board meeting) begin discussing the existing Middle School structures and possible future usages prior to any demolition decisions. 

The new middle school will be located at the existing high  school campus.  The rationale for this location include operational efficiencies of shared spaces such as the cafeteria, band hall and athletic facilities.  This proposal includes efficiencies for staff teaching both students at the high school and middle school campus.  The proposed location for the new middle school (exact location at the high school campus) has not yet been determined.  Factors under consideration will include safety & security, segregation of middle school and high school student populations, flexibility for future expansions and efficient use of campus resources, etc.  This will be fully investigated during the design process if the voters approve the bond proposal.
